Help people with disabilities to get the services they deserve

  • The Best Life Alliance bill (SF 2771 | HF 3100) updates to the Disability Waiver Rate System (DWRS), which sets rates for waiver services for people with disabilities. These include many residential, employment, day enrichment and other supports provided by direct support professionals (DSPs) to help Minnesotans with disabilities to live full and meaningful lives in their communities.
  • Best Life Alliance brought this legislation forward to make impactful, data-informed changes to the DWRS system that will help address the low wages and benefits paid to the critical staff providing these services.
  • Specifically, the bill proposes to use more current economic data to inform updates to the factors included in the DWRS system. Those factors include Standard Occupational Code data, Consumer Price Index data, and data from the Competitive Workforce factor analysis carried out by the Minnesota Department of Human Services.
