At this year’s MOHR Legislative Retreat, members came together to share insights and ideas through World Café discussions and a post-conference survey. This valuable feedback is guiding the Government Affairs Committee (GAC) as it develops the Workplan for the coming years. The results revealed strong alignment on advocacy priorities and highlighted key areas for system improvement.
Top Member Priorities
- DWRS Protection: Safeguarding the Disability Waiver Rate System from funding cuts remains the top concern
- Reducing Administrative Burden: Members emphasized the need to streamline paperwork and training requirements so providers can focus on delivering essential services
- Addressing Systemic Challenges: Case management breakdowns, transportation funding gaps, and inconsistent support from state agencies were frequently cited
- Balanced Employment Advocacy: Members called for equitable attention to all types of employment services, including Waiver Employment Services, Extended Employment (EE), and Vocational Rehabilitation Services (VRS)

Legislative Outlook
With a challenging fiscal environment ahead, the GAC will prioritize:
- Protecting DWRS and EE funding in the 2026 legislative session
- Reducing non-service-enhancing documentation and regulatory burdens
- Collecting and leveraging data to support fiscal and policy initiatives
- Elevating case management concerns with legislators, DHS, and county partners
- Ensuring balanced support for all types of employment services

The GAC is currently developing a detailed plan to present to the MOHR Board for approval. As part of this process, new GAC subcommittees will be formed to focus on specific priorities.
