Plan to attend Disability Day at the Capitol on March 24, 2026, and join us in speaking up for policies that protect funding and promote inclusion. You can also make an impact by contacting your legislators to share why these services matter, following MOHR updates and responding to action alerts, amplifying advocacy messages on social media, and joining MOHR’s grassroots network for timely updates.
With so many messages circulating, consistency is key. MOHR members have identified four top priorities for 2026. First, we must protect funding for employment and day supports. Cuts to the Disability Waiver Rate System threaten access to services, and preventing reductions to the Absence and Utilization factor is critical to help providers cover costs when individuals have unplanned absences. Second, MOHR will urge lawmakers to maintain statutory protections and funding for Extended Employment in the 2026 budget to safeguard these essential services and uphold Minnesota’s leadership in disability employment. Additionally, MOHR believes the state should change the current problematic EE rule that denies EE services to individuals eligible for DHS waivered-services. Third, fraud must be addressed swiftly and thoroughly, but without harming legitimate providers or delaying payments that keep services running. Finally, MOHR will engage with and monitor a number of other current issues that will impact disability employment and day support services, including: the Long-Term Services and Supports Advisory Council; the Interagency Study on Employment Outcomes; the Waiver Reimagine Advisory Council; opportunities for reform of our state’s case management system; and roll out of the Paid Medical and Family Leave program.
